Epoxy Flooring in Pampa, TX: 1950s Slabs, Snow and Barn Floors

We coat garage, barn, shop and commercial floors in Pampa, the Gray County seat, and here the age of the houses and the length of the winter shape the work. The Census Bureau's table B25034 (ACS 2020-2024) counts 2,265 of Pampa's 8,451 housing units as built in the 1950s, more than in any other decade, and its table B25035 gives 1961 as the median year built. In NOAA's 1991-2020 normals the Pampa #2 station averages 110.3 freezing nights a year, counting each day whose minimum is at or under 32 degrees F, and its snowfall normal, 15.7 inches a year, is the highest of any town station in our facts that publishes one.

Before any price, we come out, measure the floor and test the slab, and the written quote is free.

The City of Pampa runs its own permit office, and its Permit Manual adds steps for commercial renovation and for permits on existing buildings, quoted in the local section below. Gray County's farm economy adds barns to the work: the USDA's 2022 farm census counts 116,562 cattle and calves in the county. The Pampa EDC puts the town "approximately 55 miles northeast of Amarillo," and we drive out to measure, test the slab and look at old coatings before writing a free quote. Price surveys skip Pampa, so the national ranges sit on our cost page, and our Panhandle weather guide covers freezing nights and dew point.

Pampa's houses, the Pampa #2 normals, rail, ranching and City rules

Pampa is "the county seat and largest town in Gray County," in the Handbook of Texas, and the Gray County entry says it "became county seat in 1928." The 2020 Census counted 16,867 people, the Bureau's estimate for July 1, 2025 is 16,414, and the city covers 9.02 square miles of land. State highways 70, 152 and 273 cross U.S. Highway 60 here, and the Pampa EDC says the town sits on the main Burlington Northern Santa Fe line, with "Approximately 80 trains" passing each day. Gray County ranges from 2,500 to 3,300 feet, the Handbook says, with "sandy loam and black waxy soils."

Of the Census medians in our facts, for Amarillo, Potter and Randall counties and the seven towns, only Panhandle's is older than Pampa's 1961 (table B25035), and table B25034 places 798 units in 1939 or earlier, 1,075 in the 1940s, 2,265 in the 1950s and 1,356 in the 1960s, while 337 date from the 2010s and 149 from 2020 on. Detached houses make up 7,301 of the 8,451 units in table B25024, which by our arithmetic is 86.4 percent, the highest detached share among the incorporated towns on our list. QuickFacts puts 74.1 percent of Pampa's 6,869 households in owner-occupied homes, and summing table B25044's rows for two, three, four and five or more vehicles gives 4,117 households, 59.9 percent.

The station NOAA's climate center calls "PAMPA #2, TX US" averages a high of 71.4 degrees F and a low of 44.3 degrees F across the year in its 1991-2020 normals. It logs 110.3 freezing nights a year, and its highs touch 90 degrees F or more on 71.8 days a year, the fewest such days of the seven town stations we hold. NCEI's medians put spring's last freeze at April 14 and fall's first at October 28. Its precipitation normal, 22.79 inches a year, is the highest of those stations, and its snowfall normal is 15.7 inches. All of these are open-air readings, and a garage slab is measured on the day.

Oil grew the town. The Handbook says "The discovery of oil in 1926 caused Pampa to grow," and the Pampa EDC dates Gray County's first well to January 31, 1925. Pampa had "the first of several carbon black plants," by the Handbook's account, and the Celanese Corporation of America built plants nearby. Gray County's farms lean on livestock: the 2022 Census of Agriculture counts 287 farms and 116,562 cattle and calves, with livestock at 90 percent of sales. In May 2011 the Pampa EDC bought the Pampa Energy Center, about 4,000 acres five miles west of town on U.S. 60 with five miles of BNSF-served rail, and the EDC lists Pampa Regional Medical Center as a 115-bed hospital.

The City of Pampa sets its own building rules. Its Current Building Codes page says the City "has adopted the 2015 International Building Codes" and also lists the 2018 International Building Code among codes enforced "Beginning on May 1st 2018." The City's Permit Manual, dated September 2024, says "A City of Pampa permit is required before renovating or demolishing a public or" commercial building, and its submittal list asks for an "Asbestos survey for building and demolition permits for existing building." The City's Action Center, in Room 204 at City Hall, takes permit questions from 8:00 am to 4:00 pm, Monday through Friday. The City of Amarillo's exemption list has no force here.

Garage floor epoxy in Pampa: 1950s slabs, snowmelt and salt

Garage floor epoxy grips only as well as the top of the slab, and on Pampa's many mid-century floors that top can be worn or soft. Wolverine Coatings notes that "The tensile (pull-off) strength of finished concrete is actually weakest at the surface," and NRMCA's CIP 1 describes dusting, "Formation of loose powder resulting from disintegration of surface of hardened concrete," listing finishing while bleed water sits on the surface and insufficient curing among its causes. We grind that layer off with diamond tooling, not acid, and fill cracks and holes before primer, saying which repairs will still show. The coating layers are covered on our garage floor epoxy page.

Snow is the Pampa twist. With the highest snowfall normal of the town stations in our facts, a Pampa garage can take meltwater and any de-icing salt off the tires, and NRMCA warns that "Deicing chemicals exacerbate this by increasing the saturation of concrete at the surface," the mechanism behind freeze-thaw scaling on bare concrete. The salt claims for coatings are product claims: Rust-Oleum says RockSolid resists salt, oil and gasoline, and Dur-A-Flex reports "Salt Spray Resistance, 25% solution at 90 degrees F No effect after 100 hours" for Dur-A-Glaze #4. For slip resistance, the Resuflor Deco Flake II submittal from Sherwin-Williams has aluminum oxide grit, "#54 to #36," back-rolled into the grout coat.

Polyaspartic coatings for Pampa's long freeze season

Polyaspartic floor coating is a cold-season option for Pampa, where the Pampa #2 station logs 110.3 freezing nights a year and NCEI's median first fall freeze falls on October 28. Citadel's comparison table sets epoxy's application floor at "> 50 degrees F" but gives its polyurea base coat a range of 30 degrees F to 140 degrees F and lets its polyaspartic grout coat start at 0 degrees F, and Laticrete writes that "polyaspartics may be applied in extremely low temperatures below 0 degrees Centigrade." Those are application limits, not promises about cure speed. The polyaspartic floor coating page lays out the systems.

Cold still slows the fast chemistries. Citadel's sheets say "Colder environmental conditions can slow the cure of Polyurea-350" and say the same of its RG80 topcoat, and both ask for a surface 5 degrees F or more warmer than the dew point, the temperature where the air's water starts beading on a cooler surface. With 59.9 percent of Pampa households keeping two or more vehicles by the Census counts, a quick return to the garage counts, and a June/July 2009 Concrete Decor article says a polyaspartic floor "will stand up to vehicle traffic in 24 hours." On a cold slab that time stretches, so the vehicle time you get from us is written from the sheet and from the reading on your floor.

Metallic epoxy in Pampa homes: what an older slab shows through

Metallic epoxy is a smooth coat whose metallic pigment drifts as it cures, and on an older Pampa slab its main limit is that it shows what lies underneath. Sherwin-Williams calls its Resuflor Topcoat Metallic II "a smooth system - substrate imperfections must be corrected or they can reflect through the system," and Westcoat says its Liquid Dazzle "may not hide epoxy patches, rough concrete or shot blast tracks." On a slab with decades of patching, that matters more than the pigment color, so we repair cracks and holes before primer and tell you beforehand which repairs may still read through. Our metallic epoxy floors page covers the system.

Contamination is the second risk. Sherwin-Williams warns that the metallic coat "may fisheye if oil, silicones, mold release agents or other contaminants" are present, fisheyes being round pits that open where the coat will not wet a contaminated spot, which is why an old garage floor is degreased and ground before the base coat. Laticrete requires mock-ups before the room. For upkeep, Westcoat says Liquid Dazzle "should be resealed with the appropriate Westcoat topcoat every 3 to 5 years depending upon traffic and UV exposure," and keeps it "For interior use only." National pricing is thin; This Old House (March 2026) lists a metallic epoxy floor at $5 to $12 a square foot.

Barn and shop floors for Gray County's cattle country

Gray County's farm sales are 90 percent livestock in the 2022 Census of Agriculture, and if a ranch building's floor gets hosed down, grip comes before gloss. Sherwin-Williams writes that "It only takes a little bit of moisture to turn a dry, safe floor into a slippery, dangerous floor." Texture comes from broadcast aggregate, grit thrown into the wet resin: Sherwin-Williams calls sand the inexpensive choice and says aluminum oxide gives "a much harder, longer lasting profile," with grit sizes running from 220 mesh, a light tooth, to 46 mesh, a very aggressive one. A slurry, resin mixed with aggregate, "provides a thickness between 1/16 and 1/8 of an inch that holds up to most wheeled traffic," in Sherwin-Williams' words. More is on our shop and barn floors page.

Where employees work, federal OSHA's 29 CFR 1910.22(a)(2) adds that "When wet processes are used, drainage must be maintained," with dry standing places such as platforms and mats provided "to the extent feasible." Heavy machinery changes the build: where it runs, Sherwin-Williams reports, companies often settle on epoxy filled with aggregate and laid a quarter inch thick, and steel wheels instead of rubber change "the choice of aggregate, chemistry, and application method." Moving joints are carried up through a new floor with a saw cut, since Sherwin-Williams writes that "Not honoring dynamic joints can lead to cracks in the surface."

Commercial floors in Pampa: the hospital, kitchens and City permits

Commercial epoxy flooring in Pampa begins with a call to the City's Action Center, since the Permit Manual quoted above ties a City permit to renovating a public or commercial building and asks for an asbestos survey with building permits on existing buildings. Whether a floor system counts as renovation is the City's call. When the Texas Comptroller's publication 94-116 lists nonresidential real property, it names hospitals, restaurants and retail shops, and the Pampa EDC describes Pampa Regional Medical Center as a "115-bed, non-profit, acute-care community hospital." For resin types by room, see our commercial epoxy flooring page.

Kitchens answer to the State as well. The Texas Food Establishment Rules, 25 TAC Chapter 228 from the Texas Department of State Health Services, took effect August 8, 2021 and adopt the FDA Food Code 2017 by reference. In DSHS's quick reference, Food Code 6-101.11(A)(1) reads "Materials for floor, wall, and ceiling shall be smooth, durable, and easily cleanable" and 6-201.13(A) reads "Floor and wall junctures shall be coved and closed to no larger than 1 mm (one thirty-second inch)." For hot washdowns, Sherwin-Williams explains that Poly-Crete MD, a urethane cement, resists thermal shock because its "coefficient of thermal expansion is similar to concrete."

Stained concrete in Pampa: uncovered slabs and winter patios

Stained concrete fits a Pampa slab that is bare and still absorbent, for example one uncovered when carpet or tile comes up in a mid-century house. Angi's July 2026 national figures for stained concrete list old floor removal, $1.50 to $3.50 a square foot, and concrete repairs, $800 to $2,700, among the preparation costs. A dye, in the ASCC Concrete Polishing Council's words, "penetrates into the concrete while it is in solution and results in a stained appearance," so the slab's own texture and repairs stay visible under the color. Our stained concrete floors page covers what shows through a stain and the sealers that go over one.

Outdoor stained slabs in Pampa face snow and de-icers. NRMCA suggests "Use clean sand for traction" on new concrete and says "Deicing chemicals composed of calcium chloride and sodium chloride (rock salt) are considered acceptable," while the Federal Highway Administration notes that research suggests "penetrating silane or siloxane sealants may provide a barrier to aggressive chemical deicers." Prosoco's own sheet for its Siloxane PD water repellent adds a limit: it "Will not keep water out of cracks, defects or open joints." HomeGuide's February 2026 staining survey prices sealing stained concrete at $1 to $3 per square foot, national.

Polished concrete in Pampa shops, stores and warehouses

Polished concrete is the slab itself, ground and honed, and in a Pampa store, warehouse or shop its shine is graded on a chart. The ASCC Concrete Polishing Council grades reflection as DOI, distinctness of image, or how crisply a light fixture shows in the floor: a ground floor (Level 1) reads 0 to 9, a honed one (Level 2) reads 10 to 39, a polished one (Level 3) reads 40 to 69, and a highly polished one (Level 4) reads above 70. The Council tested wet polished floors and reports that "All test results significantly exceeded the required DCOF of 0.42, even at very high gloss levels," DCOF being the dynamic coefficient of friction. Our polished concrete floors page covers stone exposure too.

HomeGuide's February 2026 national survey prices polish by gloss: $3 to $6 per square foot buys a soft matte finish, and $6 to $15 a high gloss one. Upkeep is daily. An ASCC-hosted article from Concrete International (September 2009) says "Routine maintenance for polished floors should consist of daily dust mopping" and warns "Avoid cleaners that are highly alkaline or acidic as these will quickly dull a polished floor." Before grinding a slab in an existing commercial building, ask the City's Action Center whether the Permit Manual's asbestos-survey line applies.

Pampa floor questions

What does a 20x20 epoxy floor cost in Pampa?

HomeGuide's December 2024 garage floor survey sizes a two-car garage at 20x20, or 400 square feet, and prices coating it at $1,600 to $4,800, national; a 24x24 two-car garage, 576 square feet, runs $2,300 to $6,900 in the same table. No survey prints a Pampa price. HomeGuide's November 2024 polyaspartic survey puts that chemistry at $5 to $12 a square foot. Major damage adds to any of these: HomeGuide's December 2024 survey prices concrete resurfacing for it at $3 to $7 a square foot, and our cost page lists the rows with their dates.

Does the City of Pampa require a permit to coat or polish a floor?

Ask the City's Action Center, Room 204 at City Hall, before work starts; the City decides. Its Permit Manual (September 2024) requires a permit before a public or commercial building is renovated or demolished and lists an asbestos survey among submittals for permits on existing buildings, and none of the lines in our sources mentions floor coatings. The City of Amarillo's "Work Exempt" list is Amarillo's alone and does not apply in Pampa.

Can a garage floor be coated in Pampa in January?

Yes, in a garage held inside the product's temperature range or with a product rated for the cold. Citadel's table asks more than 50 degrees F of epoxy and lets its polyurea base coat go down at 30 degrees F, while the Pampa #2 station counts 110.3 freezing nights a year outdoors. Heating needs care: Sherwin-Williams says fuel-burning salamander or torpedo heaters add moisture and carbon dioxide, "increasing the opportunity for blushing," amine blush being a waxy film from a reaction of water, carbon dioxide and the epoxy's amine.

Will snowmelt and de-icing salt damage a coated garage floor?

The makers we cite claim salt resistance for particular products, and no care guide in our sources speaks to de-icing salt on a coated garage floor. Rust-Oleum lists salt among the chemicals RockSolid resists, and Dur-A-Flex reports no effect on Dur-A-Glaze #4 after 100 hours of 25 percent salt spray at 90 degrees F. For cleaning, Sherwin-Williams starts with sweeping and Laticrete recommends "frequent and thorough cleaning utilizing a neutral pH cleaner." Bare concrete is a different case: NRMCA ties excess de-icer use to scaling.

What sales tax applies to a floor job in Pampa?

The Pampa EDC's sales tax table reads 6.25 percent for the State, 1.50 percent for the City of Pampa and 0.50 percent for the Pampa EDC, 8.25 percent in all. The Texas Comptroller's publication 94-116 treats the two kinds of property differently: "Labor to repair, remodel, or restore residential real property is not taxable," while "the total amount charged for remodeling, repairing, or restoring nonresidential real property is taxable." Our quote spells out how we treat the tax, and a ruling on a particular job belongs to the Comptroller.
